Is there a resistor on R605? If yes, just remove it.

For DEH-P9650 model /Europe FM step/, there must be a resistor on R606. If yours is blank, just replace R605 to R606.

RDS will won't work because it's hardware depended, but the Europe fm tuning step will work and you'll listen to your favorite radio stations :D
